3G dongle Mobile Network cannot be "ON"

hi.. there

i have buy Android 2.2 MID Model FR-809, and want to setting 3g dongle, i try to go to "Quick Setting -> 3G Mobile Network". But I can't to change that status from "OFF" to be "ON". I Have try to push that menu, but still not working (status still OFF).
Pleasse help me ???????
