Add user not working

I bought this tablet about a week ago and added another user which worked fine, ( making two users in total).
When I went back today to add another user via settings>add user or profile - tapping the plus does nothing.

Just prior to trying to add the 3rd user I did a system update that added the new easy UI and the update manager reports that the system is up to date.

Tried a reboot with no luck, anyone have any idea what the problem could be ?

update: deleting the second user allows me then to add another user but if I try and and the 3rd user it does not work.

can there be a limit of 2 users ?

That appears to be the case.
