Computer And tablet recognizing each other

So I plugged my z71 zt280 into my toshiba laptop. The drivers installed(htc dream).
Pulled down status bar on c71,turned on mass storage(usb debugging is off I believe)
Went into start menu on laptop,computer. No tablet
Then gointo control panel of laptop,hardware and sound,devices and printers and ther it is in unspecified(tablet pc).I can see the driver software from ther to.
Don't understand how to make them talk.

Does anyone know how to get to the menu in which you can turn on and off usb debugging?
Still can't get these things to find eachother
