Downloading Apps

I cant buy any apps as every time I try it says error contacting server. I have a gmail email address but to buy using google play it says I must be logged into google talk or hangout. I don't have either of those apps and can't get them?

you can download them in the playstore.

but i dont know if you really have to do that cause the google account you use in the setting->account&sync
