Dragon Fire Setup

I bought this tablet for my daughter during Christmas and I did have it set up fine enough but I factory reset it so I could start it over with her own email. Now I can't get past this screen in the picture. The internet password is correct it works fine enough on all my other devices. I also can't skip wifi set up like I could on the other Devices. Can any one help me find out what's wrong??

Try clearing the cache partition in stock recovery mode.
