Flytouch 3/Boot problem

I bought a flytouch 3/android 2.2 two weeks ago.Every time I boot it by pressing the on/off button,it freezes.I have to boot it 2 or more times until it starts.The battery is ok.I made a factory reset and the problem was not solved.Why this happens?Do I have to install the O/S again and how can I do that?
