Google Play Account, How Is It Linked?

I have a question for those who may know. I am thinking of getting my wife a new Tablet, and am curious about purchases she has made through Google Play. Are her purchases linked to her account name or her device? If she got a new device, could she redownload those items she already purchased for her old device?

They are linked by email address, yes if the new tablet is compatible with the apps she bought, she can install them on the new tablet.
