my wife bought me a second hand wintouch iii model a10 android tablet for christmas and when i turned it on i found some one else's account so i tried to delete it and the tablet told me to restore factory settings so i did an nothing happend an the account is still there an now i cannot use anything that is to do with the internet but it is connected to the wifi in my house i really need help to fix it please some one i'm begging anyone

Have you tried resetting it to factory settings. That worked on a phone for me.
