HTC Phone Questions

I'm sorry to interrupt, but I wonder if any of you posting here could answer a couple (or 3) of elementary questions.

Can an android phone made by HTC be modified to connect using some other service than VirginMobile (like Verizon, AT&T,....Etc.)?

Can a "broken" android HTC phone (not even a flicker of light whether plugged in or not plugged in)/ It seemed to go blank after sporadic 'good' days that slowly degenerated.

Your second question wasn't really a question. However, to answer your unlocking question, most phones can be unlocked to work on a different carrier. This however depends on both the device and carrier. For example, the Straight Talk Galaxy S4 cannot be unlocked for use on any carrier despite buying the phone outright. T-Mobile on the other hand will unlock a phone for use on another carrier once the phone is paid off. You'll need to contact Virgin Mobile and ask them about unlocking the device.
