A quad core 2ghz processor, 2gb of ram, android, 64gb storage, full size USB, SD, HDMI, 9", retina display, weighs less than a pound and it would cost $400.

Hmmm. 8" screen, 4gb ram, 1TB harddrive, 3ghz quad core, dualbooth Android an Ubuntu, 2 hdmi port 1 full 1 mini (dual display), multi-touch, 2 usb 1 full 1 mini, multi-port sd slot, bluetooh, infared, wi-fi A to N, surround sound beats audio speakers with 2 facial pointed vocal speakers, dual cameras 5mp front 3d HD rare, battery life with everything on 12hrs and also UV re-chargable :) . Thin as my Coby Kryos an cost around $700. Probably forgot a few things will add later

If I get a chance so we will be fully attractive offer to all and at much lower prices. screen is 8 ", Windows Vista is operating system with 2 GHz processor, 2GB of RAM.

There would have to be a some business in china that could or is building home brew tablets. But maybe not.
And sides if you can work.

Anyway I'll play along, my tablet would be:
> 10.1in
> 1Ghz CPU
> 1GB ram
> HDD 500GB or SSD 64GB
> Stranded SD slot
> mobile Nvidia GPU
> Multi-touch
> 3G quad-band or penta-band
> Wlan N
> Bluetooth
> Batters on steroids, a set of two and easily replaceable. (like my 15 hour netbook)
> Two stranded USB ports
> Micro USB For charging and OS install/upgrade etc...
> A home, back, forward, lock, 2 volume buttons.

Sadly you might need to make this table a little thinker then most, the parts like, 3G, Wlan, ram, etc all replaceable/upgradeable parts. But still I like the idea of being able to pull apart or build your own tablet.

Funny thing is, in a year or so, most of these will be true.
But mine would be
1. Six Core i7 990x OC (go big or go home >:)

4.Windows 8 Ultimate/Android 4 (interchangable)
5.internal 2.1 Bose theatre speakers
6. 2 USB 3.0 ports, DVI port
7. Intel HD Wireless Network Card
8. Pretty design, no camera's necessary :)
9. UNBELIVABLY AFFORDABLE PRICE
10. Nvidia Geforce GTX 590 GPU
