In the market for a tablet looking for the best bang for my buck...

I'm new to the site and the android scene and am looking for a device that can:

1.) Play video/audio well (does not need a HDMI out, just smooth on-device performance),
2.) Allows me to surf the web
3.) Has documents to go or access to a similar program for my lesson plans.
4.) Runs android.
5.) Is NOT powered by VIA

I recently had a cheap tablet powered by VIA 8505 and it SUCKED. I was wondering which way to go (Rockchip/telechip etc...)
My budget is $200-$250. PLEASE HELP! haha.
