I think you may have an issue trying to find a tablet with no camera.
When you say connecting with AT&T, if you mean by way of 3G or 4G built into the tablet your options are very limited. If you want to tether to an AT&T phone or hotspot that's easier. No camera and 3G is something you aren't going to find.

That won't happen. Look at the AT&T site for tablets. Those are the only ones that will connect with AT&T, all have cameras. http://www.att.com/shop/wireless/devices/tablets.html?commitmentTerm=24&WT.srch=1
