My Pandigital Novel 7" from ebay

I bought rooted (or so I think) Pandigital Novel 7" from ebay. The person that sold it to me wiped out most of the applications. My question is: Can I delete everything that's on the tablet and again re-create it from scratch? I can see on youtube multiple instructions, but all of them fail when I try. Thank you in advance for your response(s)! (The unit has 4GB micro card inside, I bought additional 8GB SD/MMC)

Can't you just do a factory reset by going into Settings - Privacy - Factory Reset?
