My tablet thinks I'm in china!

I have just got a new mg638 android tablet from ebay and I think it was made in china as on google.play.com it says it's called; 'China telecom infotmic M7206'. I live in England however, when I try to buy certain apps such as BBC iplayer it says that I am in the wrong country, this is very frustrating as I know I am in the right country however as my tablet was made in china it thinks that's where I am. Any ideas on how to fix this?
 
I'm still not managing to download many application. I've changed the language to English and set the location to detectable from wifi, but I still can't download application. Can anyone help please.

Sounds like the wrong locale got hardcoded in firmware.
Use the Android System Info app, and see what it thinks your device's locale is.
My DroidX phone reports "en_US".
My ICS 4.0.3 tablet reports "en_US" too.

Also, Google "Market Enabler".
