I just bought a sylvania 7 inch tablet powered by andriod with windows ce. my question is how to upgrade it in order to play facebook games and online games. is there a adobe flash that will work with windows ce?

hello,
i am new to this forum. a friend and colleague directed me to it. i have some questions:
1. what is the latest android operating sys? what is the lowest and oldest?
2. i plan to buy an internet tablet soon; i intend to buy one that works with a gsm sim card so that i can connect it to the internet; does anyone know anyone? or is it that anyone with a usb slot will work with a cellular dongle?
