noob question about apps

Hi. New to the forum. Is it normal to need to reboot after downloading an app?

Only if you are using the stock B&N lanucher and accessing apps through "extras". In that case they won't appear until you reboot. Get a launcher like Zeam or ADW from the Market and your apps will apear and be ready to use as soon as they download and install.
