Pipo Max M1 won't power on

Hi - Can anyone help - I have had the pipo Max M1 for 6 months, now won't power on, I opened up the case and I have measured 4.5V across black and red battery terminals. Battery is marked 3.7V. Has battery overcharged, and will this have fried the tablet, or can I recover? Any suggestions gratefully received - thank you. Ant
