Plugged in to usb ports but my laptop will not recognize it

i bought a toshiba AT200-001 TABLET when I connect it to my laptop it does not recognize it, i have plugged in all 3 usb ports on my computer, my cell phone and camera work the box pops up but not my android what can i do thank you susan

it appers these tablets are junk most do not work with pc.
