Power Problem

I tried a few roms and the first one worked fine now when I install a new rom after I start the device and it loads up the boot screen the device powers down with the power plug attached? As if the device is not charging. I have to have the power plug plugged in to turn it on, Even after charging the device 8 Hours there is still no charge? Is this from one of the roms? or a faulty battery?
