Shoe video not working

I just got a MID V8 Google Android 2.3 Capacitive Touch Screen Tablet PC, I installed Skype and set all the setting, I can hear the other person but they can not see me. Also in the specifications it states it supports Skype but when I installed it it stated that my device was not certified. What does that mean
