When I try to install free signal booster app, on this proscan tablet, PLT7810K, a red notice pops up that says, I don't have a device, and doesn't install the app.

Where exactly are you getting it from. If you are trying to side-load it then there is probably nothing you can do. Not all apps work on all tablets.

When I try to install free android signal booster, on my proscan PLT7810K tablet, it says, they can't do it, because, I don't have my email address registered in my, GOOGLE PLAY app, this tablet does not, HAVE, a Google play app, can I install that app., I tried to but I couldn't find it.?

Maybe your tablet isn't supported by Google Play store.
