I have a windows xp box with a storage drive with all my music stored on it. how can i sync from the cloud this storage drive so that i can access the tunes on my samsung galaxy 7.1 android tablet?

It appears you are in the US, which makes it easy as pie. Sign up for Google Music. It will search and sync all the music on your XP machine and then will be available using the music app on your tablet.

Alternatively copy, (don't move) them to a microSD card to use in your tablet
