Tablet Keeps Loading Android Screen, Not Going to Main Menu

Hi, I hope someone can help. I purchased a Maxtouuch 7 inch tablet for my Daughter,charged it endlessly to find I can get no further than the Android logo and dots underneath as if it loading something. People say its a software issue. I would like some advice on what to do. Many Thanks
