Tablet Remote desktop(Teamviewer) can't connect to PC while my computer turned of?

I have downloaded and installed Teamviewer on my Samsung Galaxy tab 2 7 and on my computer.

I can connect from my Tablet to my computer and can control everything on my PC from my Tablet while my PC is on but while my PC is turned of after tablet(teamviewer) won't connect to my PC because it says like 'your partner's computer is not on, you can't connect'.

I think there's no point if you have to have your PC on to use remote desktop sorfware to control my PC from my Tablet.

I was wondering if this is normal that i can't connect from my tablet to my PC while my PC is turned of?

And can i control my PC from my tablet from far away and on different WIFI Connections/Networks with remote desktop sorfware(Teamviewer)?

You can't use a remote app if the computer is not on. Yes as long as your PC is connected via WiFi, you can use your tab to connect from any other WiFi access point in the world.
