What are those little arrows?

Along the top of my Samsung Galaxy tablet screen is a row of little arrows, pointing downwards. I think they may be something to do with downloads.

What are they, please, and should I take any action?

Well, I think that arrow pointing downwards would be of some downloads going over your device, most likely it would be the applications updating over from the Google PlayStore.
