738b Won't Boot

Took a chance and bought a 738b at a blowout price and may have taken a hit. Tablet won't boot--on powering I simply get the Android icon followed by the word "android", then it powers off. Is it bricked, or can I re-install the operating system ?

Well, guess I have a cooked 738b. Finally was able to re-install the system, but device still behaves the same--Android symbol, the word "android", then powers off. So much for Craig tablets.
