Can apps by downloaded on a pc and copied to a SD card or USB Flash drive and installed on a tablet? Can an app be installed onto the SD card?

Yes to the first question and no to the second. You'll need to tell your tablet to allow installation unknown sources for #1. On number 2 tablets by default will not allow installation of apps to any external storage, without 1st rooting and then modifying some system files.
