My Sister passed away earlier this year and I can't access my mom's tablet. Mom's is in early stages dementia and can't remember it. How do I recover it or hard reset the tablet?

Without the pin, you are dead in the water, as I'm not aware of any means of revealing the pin. Performing a hard reset on the tablet will activate Google's Factory Reset Protection, which will require you to know your mother's account information (gmail address and password). If you do know those details, factory reset the tablet to regain access to it. Just be aware that a factory reset will wipe all data on the tablet.

If you DON'T know those details, there are ways of getting around FRP, but we cannot discuss that here since we cannot verify ownership of the device.
