Notifications won't go away

If you go to Settings --> Notifications, scroll down and uncheck "Download Manager" and "Downloads" and you will no longer receive notifications about completed downloads at all. I found that's the best way to handle the download notifications, because when you download something again they'll just pop back up.

I joined this forum a couple of years ago and it has been very helpful, thank you. I have a related question to this post ( don't know if this is the right place to post it, tho). Anyway, I have a new LG G Pad x8.3(vk815) Android v. 5.0.2, sw v. vk81511A. My problem is even after I go into settings for certain apps ( Facebook being the worst) and turn off notifications the next day it's turned back on. Is there somewhere else I should be looking. Getting very frustrated. Thank you in advance.
