Problem Using USB Optical Mouse With Polaroid Android Phone

If a wireless usb optical mouse can't make a Polaroid Android phone with unresponsive broken touch screen react what could be the issue?

I used one (wireless) with the OTG up to the day this happened. I suspect usb debugging might be off & it can't communicate with the OTG.
Is there any solution to that?

If USB Debugging is off and you no longer have the mouse pointer, there's nothing you can do except get the touchscreen fixed. There is no external command that can be issued to enable USB Debugging.
