What it's still there??

I downloaded an app from amazon it was ok but. I needed more space on my sd card so I uninstalled it. But I went to apk installer while I was offline and seen that app along with five others I thought I had permanently uninstalled. I clicked install and it installed it, what?? I thought it was How do I permanently delete it?
