What tablet & pen to scribble on PDF's offline?

Hello all

Apologies if this has been asked before but I'm looking for a tablet and pen option I can use for work related duties. I need to load up jobs in the form of PDF's (at home online or via my Apple Mac) and then take them to site and hopefully hand write on the PDFs using the pen, (offline), to be saved and sent back to my clients later.

Would I be capable of doing this with a Lenovo M11 or would a kindle / e -pad be better?

I dont mind paying for software but I dont want a cloud based subscription like Acrobat pro.

Where you're already invested in the Apple ecosystem, why not an iPad?

I don't know if you can get away from cloud services however.
